Your choice of "belie" is excellent. Is "whom belies" intentional or a typo for "who belies"? It doesn't sound right.

I also like "shun," although the Arabic word conveys a bit more active meaning to me.

"Whom" is the correct grammar because it is in the accusative after "seen."

That is true. I found the best translation in the Hans Wehr dictionary, "to rebuff". So, I suggest,

{111:2} That is who rebuffs the orphan.
