Excellent translation!

{9:39} If you do not go forth, He will punish you with a painful punishment and will replace you with another people, and you will not harm Him at all. And God is over all things competent.

I suggest,
{9:39} If you do not go forth, He will torment you with a painful torment and replace you with another folk, and you will not harm Him at all. And God, over everything, is powerful.
