Quote:
{9:43} May God pardon you, [O Muhammad]; why did you give them permission [to remain behind]? [You should not have] until it was evident to you who were truthful and you knew [who were] the liars.

I suggest,
{9:43} God has pardoned you [, O Muhammad]; why did you permit them [to stay behind] before it was evident to you who told the truth and [could] identify the liars.

Quote:
{9:44} Those who believe in God and the Last Day would not ask permission of you to be excused from striving with their wealth and their lives. And God is Knowing of those who fear Him.

I suggest,
{9:44} Those who believe in God and the Final Day would not ask permission of you [to be excused from] striving with their wealth and their persons. And God is very Knowledgeable of the watchful [of Him].

My Arabic isn't what it used to be :), but is لم an interrogative only and cannot be a conjunction, while the conjunction version is لما?

Your Arabic is still alive and well. If لم was a conjunction article, the translation would have been, "God has forgiven you for how you excused them." It is, as you remember, an interrogative article, hence the above translation.
