{9:60} Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of God and for the [stranded] traveler - an obligation [imposed] by God. And God is Knowing and Wise.
I suggest,
{9:60} Verily, charities are only for the needy, the poor, their [collection and distribution] staff, those whose hearts are being reconciled (new and prospective Muslims), for [freeing] necks (slaves), debtors, for the cause of God and for the stranded - a mandate from God. And God is much knowledgeable, very Wise.
