The translation "The Night of Decree" is erroneous and that kind of error is common.
القدر means "status", "grandeur" or "esteem." "Decree" translates
القضاء. I suggest,
{97:1} Verily, We sent it down (the Quran) during the Night of Grandeur.{97:2} And what could make you understand what the Night of Grandeur is?{97:3} The Night of Grandeur is better than a thousand months.
