The alternative translations were particularly helpful here, as this translation came across cryptic. The premise of this verse is that the reception of the disbeliever to the call to faith is like the reception of sheep to the words of the Shepard: they only hear shouts. They comprehend nothing else. Here is a suggestion,
{2:171} The parable of those who have disbelieved is like the one who bleats what it does not hear but calling and yelling. Deaf, dumb, blind [are they] so they do not comprehend.
