The use of the pronoun "you" in this verse is ambiguous, as it does not distinguish the singular from the plural second person. The first "you" is referring to the Prophet (PBUH) because it is singular in the Arabic. But the second "you" is addressing all people, because it is plural in the Arabic.

So, I suggest,
{16:43} And We have not sent before you [, O Muhammad], but men whom We revealed to them [Our Message]. So, ask the people of the Message if you [people] do not know.

Quote:
{16:44} [We sent them] with clear proofs and written ordinances. And We revealed to you the message that you may make clear to the people what was sent down to them and that they might give thought.

I suggest,
{16:44} [We sent them] with clear proofs and the Scrolls. And We sent down to you the Reminder that you may make clear to the people what was sent down to them and that they might reflect.

This verse has been interpreted in many ways. IMHO, it is clear that it refers to the Quran clarifying all prior scriptures. The Quran is the only holy scripture that escaped alteration. That is why it is the yardstick by which other people of faith may discover what was altered in their own scriptures.

This humble interpretation is supported by a later verse in this same Chapter,
